Health care, schools top budget discussion

Residents from central Wisconsin and beyond took turns at a microphone before a state budget-drafting committee and made passionate pleas for programs such as recycling and heath care and schools. Those who testified spoke overwhelmingly in opposition to Gov. Scott Walker's proposed budget, claiming its deep cuts would cripple education, leave the sick untreated, turn the poor out in the cold and ignore the state's neediest residents.
