Staff say Milwaukee Health Department policy prevented them from raising lead concerns earlier

Milwaukee Health Department staff told Common Council members Wednesday that department policy prevented them from raising concerns with alders and Mayor Tom Barrett about the city’s lead poisoning prevention program.
