Health chief tells of Milwaukee plans to cut baby deaths

Health officials, having declared war on Milwaukee's infant mortality crisis, outlined their plan of attack to a Common Council committee Wednesday whose members agreed that the rate at which Milwaukee children die during their first year of life is a travesty but seemed to doubt that much of substance can be done to ease the problem.
