Dane County's black infant mortality rate remained high last year, further puzzling health officials trying to figure out why the rate dropped from 2002 to 2007 but shot up again beginning in 2008. "Now that we've had several bad years, we can definitely say the positive trend has reversed itself," said Daniel Stattelman-Scanlan, perinatal supervisor at Public Health Madison and Dane County.
