Few have yet to become navigators, certified application counselors

While hundreds of residents have completed training programs to become a qualified assister on the state's federally-facilitated health insurance exchange, only 24 certified application counselors have registered with the state and no one has yet to complete all the requirements to become a navigator, Office of the Commissioner of Insurance spokesman J.P.
