State law provides clear, but likely unfeasible, path for medical marijuana

Just as New York State adopted a more lenient stance on pot last week by employing a 1980 law to let certified hospitals dispense medical marijuana without legislative support, Wisconsin could make a similar move based on a 1981 state law, but would first need to secure elusive federal approval to do so.
