In the 1930s, a series of reforms helped Milwaukee earn recognition as the nation’s healthiest city. As Mayor Tom Barrett admits, times have changed. Now, Milwaukee has one of the highest infant mortality rates in the country, and a health care system that costs more than other parts of the region.
