Lake Geneva Woman charged with Medicaid fraud

An investigation showed that between September 2010 and May 2013, Turner provided daily, in-home cares to a tracheostomy patient.  The patient then underwent reconstructive surgery relative to the tracheostomy, was hospitalized for the better part of that month and upon release no longer needed daily cares.  The patient’s mother reports Turner did not provide any services to the patient after the May 9, 2013 surgery.  Records show that Turner submitted timesheets to the Medicaid program claiming she had not only provided services to the patient during her hospital stay but through September 15, 2013.  In all, Turner billed 873 hours and received approximately $28,538.37 in payments due to billing for services not rendered.

The complaint was filed in Kenosha County Circuit Court on December 4, 2014, and Turner appeared on December 16, 2014, without counsel; the court appointed an attorney and adjourned the appearance until January 7, 2015.

The case was investigated and is being prosecuted by the Wisconsin Department of Justice Medicaid Fraud Control and Elder Abuse Unit.
