Wisconsin not alone in seeking medical loss ratio waiver

When Insurance Commissioner Ted Nickel wrote a letter last month to U.S. health secretary Kathleen Sebelius asking for flexibility from the federal health reform law's medical loss ratio requirements, Wisconsin joined a list of 16 other states seeking a similar waiver. The law requires that insurers in the individual market spend at least 80 percent of their premium revenue on medical expenses. Wisconsin wants that lowered to 71 percent this year, 74 percent in 2012, and 77 percent in 2013. (WHN, 11/7)

Healthier Wisconsin awards $4.8 million

One project hopes to reduce risky behavior stemming from drinking in La Crosse. Another hopes to prevent suicides in Kenosha County. Yet another will teach children in Head Start programs in Milwaukee about oral health. The projects are among those awarded a total of $4.8 million in grants last week from the Healthier Wisconsin Partnership Program overseen by the Medical College of Wisconsin. Assembly passes bill on nursing home regulation

Nursing homes would receive fewer citations for violations -- and would have more time to pay them -- under a bill the Assembly approved early Friday. State officials estimate the bill would result in nursing homes having to pay $1.5 million less a year in forfeitures. The Assembly approved the bill 70-22, sending it to Gov. Scott Walker. The Senate approved it 24-7 last week. (JOURNAL SENTINEL, 11/4)

Senate passes bill requiring sex ed to promote marriage, abstinence

Schools that teach sexual education would have to promote marriage and tell students abstinence is the only reliable way to prevent pregnancy, under a bill the Senate passed Wednesday.
